What is the Manual on Uniform Traffic Control Devices or MUTCD?
Walking or driving down a public roadway in the United States of America, every time you notice a large reflective stop sign or clearly marked centerlines, you can direct your gratitude towards the Manual on Uniform Traffic ControlDevices (MUTCD).
The MUTCD is a document issued by the Federal Highway Administration (FHWA) of the United States Department of Transportation. It was started just over 80 years ago and its purpose is to specify the regulations by which traffic signs, road surface markings, and signals are required to abide by when designed, installed, and used.
Throughout the United States, every traffic control device must legally conform to the standards set forth by the MUTCD. The MUTCD includes a number of guidelines for the installation of regulatorystreet signs, including:
- “Regulatory signs shall be used to inform road users of selected traffic laws or regulations and indicate the applicability of the legal requirements.”
- “Regulatory signs shall be installed at or near where the regulations apply.”
- “Regulatory signs shall be retroreflective or illuminated to show the same shape and similar color by both day and night…”
- “The signs shall clearly indicate the requirements imposed by the regulations and shall be designed and installed to provide adequate visibility and legibility in order to obtain compliance.”

What is a Regulatory Sign?
A regulatory sign is simply a sign used to show and enforce traffic laws or regulations. The laws and regulations indicated by regulatory signs may or may not be in effect at all times.
Sometimes regulatory signs inform drivers and pedestrians of rules that must be followed during specific times only. For example, many school zones have speed limit signs that must be obeyed during specific hours of the day on days in which school is in session.
